Our community has an Architectural Control Committee (ACC). If you would like to construct anything on your property or make additions to your home; a request with plans will first need to be filled with and approved by the ACC prior to construction. Failure to do so or to continue without approval may result in fines and even de-construction of whatever was built that does not comply with the Covenants Restrictions & Bylaws (CR&B's) of our community.
To file a request you may use the request manager located on the website or fill out our ACC Form and mail to:

Yes, while there is nothing illegal about parking on the street in our neighborhood, there are some limitations to how you may park and all parking must comply with any laws. For example there is a minimum distance you must be from a stop sign while parked. Motor vehicle operators are expected to know and comply with all applicable laws. You must park in direction with the normal flow of traffic for the side of the street you are parked on. This means in an American car, your passenger (right) side should be closest to the curb. You must not block/limit access to anyones driveway, nor should you block access to a mailbox for delivery / retrieval of mail. Remember each homeowner may have a need to park a vehicle in-front of their property at any time, so parking in front of someone else home is rude and abuse of it may be reported to the HOA by the home owner.
The board has had many complaints regarding the excessive street parking. Additionally, concerns have been brought to our attention that some of these vehicles may be inoperable. We encourage all owners to be knowledgeable of the CC&Rs and city ordinances. Included are some relevant excerpts however each owner should take the time to fully review these documents in their entirety.
Excerpt from City Ordinance Sec. 25-204. - Stopping, standing or parking prohibited in specified places.
(a) Except when necessary to avoid conflict with other traffic, or in compliance with law or the directions of a police officer or official traffic-control device, no person shall: Stand or park a vehicle, whether occupied or not, except momentarily to pick up or discharge a passenger or passengers:
a. In front of a public or private driveway;
b. Within 15 feet of a fire hydrant;
c. Within 20 feet of a crosswalk at an intersection;
d. Within 30 feet upon the approach to any flashing signal, stop sign, yield sign or traffic-control signal located at the side of a roadway;
CC&Rs Section 4: No vehicle may be left upon any portion of the Community, except in a garage, for a period longer than three (3) days if it is unlicensed and/or if it does not run. After such three (3) day period, such vehicle shall be considered a nuisance and may be removed from the Community at the owner(s) expense after one notice, and no further warning, from the MRHOA to remove vehicle.
We encourage everyone to be respectful and considerate of their neighbors!
Because our community falls within Huntsville City Limits, we must comply with all city statues and regulations. Huntsville City, does have a noise ordinance. The Community CR&B's also have noise restrictions that agree with the city noise ordinance. A property found in violation of a city noise ordinance may be subject to fines by the HOA as well.
Per the Huntsville City Website, copied Feb 13, 2017:
NOISE ORDINANCE
Huntsville’s Noise Ordinance limits the sound level of community and vehicle noise impacting area citizens. The standards of the Ordinance are based on receiving land use categories and are designed to prevent exposure to excessive noise. The Natural Resource Department’s Noise Division enforces the Ordinance by conducting field measurements of community noise levels and conducting investigations of citizen complaints. Provisions of the Ordinance which address excessive noise from motor vehicles on public premises are enforced by the Huntsville Police Department.
NOISE COMPLAINTS
Citizens who observe or suspect a violation of local air pollution, blasting, or noise control regulations are encouraged to contact the Natural Resource Department or submit a complaint on Huntsville Connect. An environmental specialist will investigate the complaint and provide follow-up information of the results if requested.
If you have a complaint, file it with the police department. If an official complaint has not been filed and you choose to communicate your complaint to the board instead, the board will disregard your complaint.
